In Yuhang District, Hangzhou, Zhejiang Province, networked surveillance systems such as “Tianyan” (Tianwang Monitoring), “Global Eye,” and “Solicitors” (E-Monitoring) are installed throughout the streets and alleys. Reporters noticed that each surveillance camera is equipped with a numbered plate below it. This unique system serves not only as an “identity card” for the camera but also as an “alarm coordinate.” When the public reports an incident, they can locate the nearest camera using its number, allowing the 110 command center to quickly identify the exact location and access real-time video footage to assist law enforcement. Recently, the Yuhang Branch of the Hangzhou Public Security Bureau announced that they have completed the registration of all existing networked surveillance cameras, with over 5,000 units now officially operational. To make this system more accessible to the public, the police spent over 100 yuan per unit for the numbering process, while the total cost of installation and construction reached several million yuan. Why was such a large investment made in numbering over 5,000 cameras? Fang Guowei, director of the Yuhang Sub-Administration, explained that the district has a population of 890,000 residents and 870,000 registered temporary residents. Many migrant workers and even some locals struggle to provide accurate locations when reporting incidents. In emergencies, this lack of clarity can significantly delay police response times. In daily operations, if a caller can quickly locate the nearest camera and use its “alarm coordinate,” officers can immediately pinpoint the location and access live video. This system creates what the police call the “Sanqing effect”—where the caller clearly describes the location, the officer hears it clearly, and the video surveillance provides a clear view of the scene. To ensure clarity and visibility, the Yuhang police designed a standardized numbering system based on three elements: type of monitoring, territory, and serial number. The number plates are text-and-number combinations, measuring 50 cm in length and 38 cm in width. The first line reads “Monitoring Pingyu Yuhang,” followed by the number, and ending with “Alarm Coordinates.” These plates are mounted on poles or other visible spots near the cameras. Each number corresponds to a precise geographic location. When the public calls for help, they simply need to find the nearest camera number, allowing the responding officer to quickly locate the scene and access real-time video. This “alarm coordinate” system has greatly improved the efficiency of public security work. Recently, Mr. Wang was involved in a car accident while driving. Both parties were foreigners who couldn’t clearly state where the incident occurred. Officer Xiao Zhou reminded Mr. Wang to check for nearby cameras. He found one labeled “Jen-2013,” which led to the entrance of Renhe Street’s Garden Village. Coincidentally, Master Hu lost his electric scooter on an unknown road in Qiaosi Triangle Village. At the time of the call, he didn’t know the exact location. The officer asked him to note the latest camera number—“Joe-3352.” Police rushed to the scene and reviewed the live feed, discovering a yellow truck blocking the road and moving the electric scooter into an alley.
