Henan will strictly control the transfer of electrolytic aluminum and other industries

Abstract: According to the Henan Provincial Department of Industry and Information Technology, as one of the pilot provinces for the identification of industrial policies related to the four major industrial transfer projects nationwide, the department has recently released a plan focusing on 19 key industries. These sectors, which require strict control over excessive capacity expansion, will be closely monitored to ensure alignment with national industrial strategies.

Recently, it was reported that Henan has been designated as one of the pilot regions for the implementation of industrial policy compliance checks for industrial transfer projects. This initiative, led by the Ministry of Industry and Information Technology, aims to enforce national industrial policies and prevent the relocation of outdated production capacities. All pilot areas are required to strictly regulate the movement of low-end and obsolete production facilities, enhance policy oversight, and ensure that backward technologies do not find new homes.

The Henan provincial plan is based on national efforts to resolve overcapacity issues and phase out outdated production methods. It focuses on 19 industries that need to be controlled due to excessive growth in production capacity, including iron and steel production, ferroalloy manufacturing, electrolytic aluminum, copper smelting, zinc smelting, and lead smelting. By tightening regulations in these sectors, the province aims to promote more sustainable industrial development.

Under the pilot program, Henan will strengthen management over industrial transfer projects across different regions, encouraging local governments to develop economies based on their unique strengths and competitive advantages. This approach is intended to reduce redundant competition and improve the efficiency of resource allocation. Additionally, the province will work on refining mechanisms for phasing out outdated production capacities, effectively curbing the uncontrolled spread of low-end manufacturing. These measures are designed to enhance the region’s long-term sustainability and industrial competitiveness.

The policy guidelines primarily target industrial transfer projects within the province. The proposed framework categorizes these projects into four groups: priority support, permitted construction, restricted development, and prohibited development. This classification system is meant to guide investment and ensure that industrial growth aligns with national goals and environmental standards.
