
The Ministry of Environmental Protection is taking significant steps to enhance cross-regional cooperation in tackling air pollution. As part of its efforts, the ministry is developing an assessment framework that involves 19 provinces, incorporating key indicators such as the operational efficiency of pollution control projects, the rate of elimination of yellow-plate vehicles, and the frequency of vehicle emissions testing. The ultimate goal is to implement a "one-vote veto" system for air quality, ensuring that regions failing to meet environmental standards face serious consequences.
According to reports, the proposed evaluation system will include both "planned annual assessments" and "final results," which will be submitted to the State Council. These findings will serve as a critical basis for evaluating local government officials and implementing accountability measures. In cities where progress is slow or pollution levels are dangerously high, the approval of new environmental projects may be restricted, emphasizing the need for more effective action.
As severe weather conditions loom, the Ministry of Environmental Protection, along with the National Development and Reform Commission and the Ministry of Finance, has released the "Twelfth Five-Year Plan" for atmospheric pollution prevention in key areas. This comes after earlier initiatives in 2010, when nine ministries jointly issued guidelines on joint air pollution prevention. These guidelines prohibited the construction of heavy industries like steel, non-ferrous metals, petrochemicals, and cement in urban and suburban areas.
Despite these regulations, recent public data shows that many local governments have continued to push forward with large-scale chemical and industrial projects. Experts warn that these developments could worsen already poor air quality in central cities. A professor from Tsinghua University’s School of Environment emphasized the need for "increasing production and reducing pollution" strategies, where new projects must offset their emissions by at least 1.5 to 2 times through reductions elsewhere. In northern cities with dry climates and limited self-purification capabilities, strict controls on heavy industry are essential.
Regional cooperation is crucial, according to Zhou Shengxian, Minister of Environmental Protection, who announced the formation of a joint prevention and control leadership group in Beijing, Tianjin, Hebei, and the Yangtze River Delta. This move highlights the importance of coordinated efforts across provinces.
Chai Fahe, deputy director of the Chinese Research Academy of Environmental Protection, pointed out that cities like Shijiazhuang and Handan—often hit hardest by pollution—are not just regional centers but also key players in the fight against air quality issues. He warned against two common mistakes: developed regions transferring polluting industries without considering environmental capacity, and underdeveloped regions prioritizing economic growth over environmental protection.
Chai stressed that industrial transfer should not become pollution transfer. Instead, it should be based on technological upgrades and sustainable development. Developed regions must support underdeveloped ones in pollution control and industrial restructuring, with funding and shared responsibility from the central government.
While it's understandable that underdeveloped areas seek economic growth, launching heavy-pollution projects can lead to long-term environmental and ecological costs. Experts urge a balanced approach, ensuring that development does not come at the expense of clean air and a healthy environment.
