I. About the energy saving and emission reduction situation in the first half

(1) Overall judgment

(3) The problem of smog is prominent

(5) Increased energy consumption of products in some industries

Due to the fall in market demand, industries such as steel, chemicals, building materials and electric power are facing unfavorable factors such as under-employment or falling product prices and increased inventories. If there is no positive change in the second half of the year, the production load will be lower, the scale efficiency will decrease, and the energy consumption per unit of product may be further. rise.

(6) The operational efficiency of enterprise pollution control facilities has declined

(7) Capital shortage affects investment in energy conservation and emission reduction

Affected by the current economic situation, the increase in fiscal revenues and expenditures in various regions has increased, affecting government investment in energy conservation and emission reduction. In addition, the economic benefits of the company have declined, production and operation and financing have faced difficulties, and the enthusiasm for investment in energy conservation and emission reduction has been affected, and investment in energy-saving technological transformation has shrunk.

Third, the second half of the work plan

(1) Strengthen macro guidance and early warning control
