Hangzhou Electronic Monitoring Sludge Transport In order to further regulate the sludge disposal and ensure the safe and proper disposal of sludge from the “cradle” to the “grave,” Hangzhou recently decided to implement a full-scale electronic monitoring pilot for the sludge of Hangzhou Qigegar Wastewater Treatment Plant (Phase III).

This pilot project relied mainly on the Hangzhou Hazardous Waste Dynamic Monitoring Platform and used electronic information technology to monitor the entire process of sludge. Sludge production units fill out the basic information of sludge transport volume, sludge type, disposal method, vehicle number plates and transportation personnel for transporting sludge, etc. by way of electronically linked singles when the sludge is transferred from the factory. Both the generating unit and the transportation unit confirm.

It is understood that each vehicle transporting sludge is equipped with an electronic single-station terminal. When the vehicle starts, GPS satellite positioning function is enabled. Through satellite positioning and station positioning functions, real-time information in the sludge transfer process is uploaded to Hangzhou City. Hazardous waste dynamic monitoring platform and management personnel mobile phones, management personnel can clearly view the driving route and trajectory of each transporter at a certain time or time point, to ensure that the sludge transfer process is under the supervision of the management department.

After the sludge transport vehicle arrives safely at the disposal unit, the disposal unit confirms the actual amount of sludge received, automatically generates the sludge transfer electronic unit and prompts the sludge disposal specialist in the form of a short message. If the supervisory personnel finds that they have not arrived at the receiving place within a predetermined time, they can contact the transporter at the first time.

The Hangzhou Municipal Solid Waste Management Center stated that after the successful pilot, the pilot will be further promoted in Hangzhou. It is planned that by the end of this year, 33 sewage treatment plants in and above urban areas in Hangzhou will be fully electronically monitored and transported.
