The New Dangerous Chemicals Registration Management Act will be implemented to impose aggravating penalties

The newly revised "Administrative Measures for Registration of Dangerous Chemicals" will be implemented as of today. Compared with the “Dangerous Chemicals Registration Management Regulations” issued in 2002, the new methods have increased the penalties for violations. According to the regulations, the state implements a registration system for dangerous chemicals. Registration of hazardous chemicals is subject to the principles of enterprise application, two-level audit, unified certification, and hierarchical management.

The measures adjusted the specific contents of hazardous chemicals registration into six categories: classification and label information, physical and chemical properties, main uses, hazardous characteristics, safety requirements for storage and use of transport, and emergency response measures, and were based on the need to strengthen the safety management of hazardous chemicals. The contents of each item were appropriately refined.

According to the practice of registration in recent years, the methods have improved and supplemented the registration procedures for dangerous chemicals. The first is to adjust the registration procedures and refine some of the contents. The second is to adjust the types of materials that need to be submitted for registration of dangerous chemicals, increase the requirements for importing companies to submit materials, and remove the requirements for submitting dangerous identification reports. The third is to increase the specific requirements and procedures for registration changes. The fourth is to clarify the procedures for the review and renewal of dangerous chemicals registration certificates.

The method pointed out that registered personnel of the registration authority violated regulations, falsified frauds, spammed certificates, refused to register for no reason within a specified time limit and had no clear reply, or divulged the business secrets of registered companies, and ordered them to make corrections and pursued the responsibilities of the responsible personnel.

The method is clear, registered enterprises do not handle hazardous chemical registration, change of registered species or discovery of dangerous chemicals produced or imported have new hazardous characteristics, do not go through the formalities for changing the registration content of hazardous chemicals, they are ordered to make corrections, and can be 50,000 yuan The following fines; those who refuse to make corrections shall be fined between 50,000 yuan and 100,000 yuan; if the circumstances are serious, they shall be ordered to suspend production for rectification.
